  • India and Australia have taken a major step towards strengthening their strategic partnership by agreeing on a new framework for defence trade and defence services during the Third India-Australia Annual Summit in Melbourne.
  • The understanding was reached during Prime Minister Narendra Modi’s two-day official visit to Australia, where he held bilateral talks with Australian Prime Minister Anthony Albanese.
  • The agreement marks another significant milestone in the growing defence and security cooperation between the two Indo-Pacific partners.

New Framework for Defence Trade

The two countries agreed to develop a Memorandum of Understanding (MoU) for the provision of defence articles and defence services.

The proposed framework aims to simplify and streamline the process of:

  • Procurement of defence equipment
  • Sale and transfer of defence articles
  • Maintenance and servicing of military platforms
  • Technical support and defence services
  • Long-term defence industrial collaboration

The initiative builds upon the Comprehensive Strategic Partnership (CSP) established between India and Australia in 2020.

Stronger Defence Industry Collaboration

India and Australia also agreed to promote closer cooperation between their defence industries.

The two sides welcomed ongoing efforts to:

  • Enhance business-to-business defence partnerships
  • Encourage joint defence manufacturing
  • Expand defence trade opportunities
  • Strengthen industry engagement through trade missions
  • Promote collaboration between defence startups

Australia’s first Defence Trade Mission to India and the Australia-India Defence Industry Roundtable were highlighted as important steps in this direction.

Bilateral Defence Innovation Framework

Recognising the importance of emerging technologies, both countries agreed to explore a bilateral innovation framework.

The initiative aims to connect:

  • Government agencies
  • Defence industries
  • Universities
  • Research institutions
  • Technology startups

The collaboration will focus on developing advanced defence technologies, research-driven innovation and next-generation military capabilities.

Expanded Military Logistics Cooperation

India and Australia also agreed to expand cooperation in military logistics by facilitating greater aircraft deployments from each other’s territories.

The arrangement is expected to support:

  • Aircraft parking facilities
  • Refuelling operations
  • Logistics support
  • Operational readiness
  • Joint military exercises

The move complements similar logistics arrangements India has signed with strategic partners such as the United States, France, Japan and Russia.

Four Key Areas of Defence Cooperation

The two Prime Ministers identified four priority areas to deepen defence cooperation:

1. Strategic Consultations

Regular consultations on Indo-Pacific security developments affecting shared interests.

2. Enhanced Military Exercises

Increasing the scale, complexity and interoperability of bilateral and multilateral military exercises.

3. Interoperability and Information Sharing

Improving coordination between defence forces through enhanced information exchange and operational compatibility.

4. Expanded Aircraft Deployments

Facilitating reciprocal military aircraft operations and logistics support from each other’s territories.

Focus on Indo-Pacific Security

The joint statement reaffirmed both nations’ commitment to a free, open, inclusive and rules-based Indo-Pacific.

Expressing concern over growing geopolitical uncertainty and regional security challenges, India and Australia emphasized:

  • Respect for sovereignty and territorial integrity
  • Peaceful resolution of disputes
  • Adherence to international law
  • Freedom of navigation
  • Regional stability and security

The statement underscored the importance of avoiding coercion or the threat of force in resolving international disputes.

Professional Military Education

  • As part of the expanding defence partnership, both countries welcomed plans for an Indian military instructor to be posted at the Australian Defence College during 2028–2029.
  • The initiative is expected to strengthen professional military education and deepen institutional cooperation between the armed forces of both nations.

A New Chapter in India-Australia Strategic Relations

The outcomes of the Third India-Australia Annual Summit reflect the rapid evolution of bilateral ties beyond trade and diplomacy into strategic defence, advanced technology, maritime security and industrial collaboration.

With growing convergence in the Indo-Pacific and shared democratic values, the latest agreements are expected to further strengthen the Comprehensive Strategic Partnership and contribute to regional peace, stability and resilient defence cooperation.
