Ashwini Bhide, known for leading the construction of Mumbai Metro’s first underground corridor, has been appointed as the new Municipal Commissioner of Mumbai. With this, she becomes the first woman in the 160-year history of the city’s civic body to hold this prestigious position. She succeeds Bhushan Gagrani, who recently retired from service.
Before taking on this role, Bhide was serving as Additional Chief Secretary in the Chief Minister’s Office, showcasing her extensive administrative experience.
Journey of a 1995 Batch IAS Officer
A 1995-batch IAS officer, Bhide gained national recognition during her tenure as Managing Director of the Mumbai Metro Rail Corporation (MMRCL).
She played a key role in executing Mumbai Metro’s ambitious 33.5 km underground corridor, connecting:
- Cuffe Parade (South Mumbai)
- Aarey Colony (Western suburbs)
The project involved complex tunnelling through densely populated urban areas, earning her widespread praise and the title of “Mumbai’s Metro Woman.”
Recognition and Challenges
Her work drew appreciation from industry leaders like Anand Mahindra, who called her a role model in a social media post.
However, her tenure was not without controversy. The metro project faced strong opposition from environmental activists over the cutting of around 2,000 trees in Aarey Colony for a metro car shed.
The issue became politically sensitive when then Chief Minister Uddhav Thackeray halted the project. Later, the decision was reversed in 2022 under Chief Minister Eknath Shinde.
Completion of Mumbai’s First Underground Metro
Despite challenges, the project progressed successfully:
- The first phase was opened in October 2024
- The entire 33 km stretch was fully inaugurated a year later
This marked a major milestone in Mumbai’s urban transport infrastructure.
Role Ahead at Brihanmumbai Municipal Corporation (BMC)
As the head of the Brihanmumbai Municipal Corporation—India’s largest civic body with an annual budget exceeding ₹80,000 crore—Bhide will have significant responsibilities, including:
- Overseeing major infrastructure projects
- Ensuring the city’s monsoon preparedness
- Managing urban services for one of India’s busiest metros
Conclusion
Ashwini Bhide’s appointment marks a historic and progressive step for Mumbai’s governance. With her proven track record in handling complex infrastructure projects, expectations are high for her to bring efficiency and innovation to the city’s administration.
