  • The Department for Promotion of Industry and Internal Trade (DPIIT) has issued detailed operational guidelines for the implementation of the BHAVYA Scheme (Bharat Audyogik Vikas Yojana), a major initiative aimed at developing world-class industrial infrastructure and boosting manufacturing growth across India.
  • The scheme seeks to create investment-ready industrial parks with plug-and-play facilities in collaboration with state governments. It is designed to strengthen India’s manufacturing ecosystem, attract domestic and foreign investments, generate employment opportunities, and improve ease of doing business.
  • Under the scheme, the Central Government plans to establish 100 industrial parks across the country with a financial outlay of ₹33,660 crore.
  • The initiative focuses on developing modern industrial clusters equipped with high-quality infrastructure, logistics connectivity, utilities, and digital support systems.
  • According to the guidelines, the implementation will take place in phases. In the first phase, around 20 industrial parks will be taken up, followed by another 30 parks in the subsequent phase.
  • States will be required to provide suitable land, clearances, and policy support to facilitate industrial development.
  • The industrial parks under BHAVYA will feature:
  1. Plug-and-play infrastructure for faster project setup
  2. Integrated logistics and connectivity facilities
  3. Green and sustainable industrial development
  4. Support for MSMEs and large industries
  5. Digital infrastructure and smart industrial management systems
  • The scheme aims to position India as a global manufacturing hub by improving industrial competitiveness and attracting global supply chains. It is also expected to complement initiatives such as Make in India, PM Gati Shakti, and the government’s push for self-reliance in manufacturing.
  • The guidelines provide the framework for project identification, approval, funding support, implementation mechanisms, monitoring systems, and coordination between the Centre and states.
  • Union Commerce and Industry Minister Piyush Goyal recently highlighted that the scheme would help create strong investment and manufacturing destinations across the country while promoting industrial growth in both developed and emerging regions.
