In a major push towards balanced urban development, the Government of Uttar Pradesh has announced a comprehensive blueprint worth ₹2,900 crore to upgrade infrastructure in smaller towns across the state.

The initiative aims to replicate the success of the Smart City Mission in Tier II and Tier III towns, ensuring improved living standards and equitable urban growth.

Key Highlights of the Plan

  • Total Investment: Over ₹2,915 crore
  • Time Period: Up to 2029–30 (5 years)
  • Annual Spending: Around ₹583 crore
  • Coverage: 58 district headquarters
  • Target: Development of 100 new townships across 75 districts

Navayug Palika Yojana

The scheme, named Navayug Palika Yojana, will focus on towns governed by smaller municipalities rather than major metropolitan cities.

Key feature:

  • Fully funded by the state government (no central assistance)

The goal is to create modern, planned urban ecosystems similar to those seen in larger cities.

Targeting Tier II & III Cities

Since major cities are already managed by municipal corporations, the focus is now on:

  • Urban local bodies across district headquarters
  • Reducing regional disparities in development

Urban bodies have also been categorised based on population:

  • Above 1.5 lakh
  • Below 1.5 lakh

This ensures need-based prioritisation of projects.

  • Generate economic activity in smaller towns
  • Support Uttar Pradesh’s vision of becoming a $1 trillion economy
