  • The Government of India (GoI) has constituted a High-Level Committee to study demographic changes arising from illegal immigration and other abnormal factors, and to recommend measures to address these challenges.
  • The panel will study demographic shifts, infiltration, and settlement patterns.
  • PM Narendra Modi had announced the “High-Powered Demography Mission” during his Independence Day address on August 15, 2025.
  • The proposal later received approval from the Union Cabinet on September 11, 2025.

Justice Prakash Prabhakar Navlekar to Chair Committee:

  • The High-Level Committee will be headed by retired Justice Prakash Prabhakar Navlekar.

Other members of the committee include:

  1. The Census Commissioner of India
  2. Durga Shankar Mishra
  3. Balaji Srivastava
  4. Shamika Ravi
  • The Joint Secretary (Foreigners-I), Ministry of Home Affairs, will serve as the Member Secretary of the committee.
  • The committee has been asked to submit its report within one year. If required, the Ministry of Home Affairs may extend its tenure by up to six months.

  • He is a retired Supreme Court judge and former Lokayukta of Madhya Pradesh.
  • He was born in Jabalpur, Madhya Pradesh.
  • He Completed B.Com (1963) and LL.B (1965) from Jabalpur University.

The High-Level Committee will scientifically study demographic changes across different parts of the country and analyse their causes.

Main objectives include:

  • Examining challenges arising from demographic changes and illegal immigration
  • Studying causes such as cross-border activities, economic opportunities, and socio-environmental factors
  • Identifying abnormal settlement patterns and organised migration trends
  • Analysing population changes among religious and social communities where trends significantly differ
  • Recommending mechanisms for identification, detention, and deportation of illegal immigrants
  • Suggesting stronger border management and monitoring systems
  • Proposing better coordination between Central and State Governments on immigration-related issues

Focus on Long-Term Policy Solutions:

  • The committee will also recommend policy, legislative, and administrative measures to address demographic imbalances in a legal, fair, and time-bound manner.
  • Additionally, it may suggest any other measures considered necessary to tackle challenges arising from demographic changes and illegal immigration.

  • The formation of the committee reflects the government’s broader effort to strengthen national security, improve border management, and ensure social and demographic stability across the country.
