In a major step towards strengthening India’s maritime capabilities, the Ministry of Ports Shipping and Waterways has signed a Plan of Implementation with the Korea International Cooperation Agency. 

This collaboration aims to enhance skill development in India’s shipbuilding and marine sector, aligning with the government’s long-term vision of transforming India into a global maritime powerhouse.

Aligning with Maritime Amrit Kaal Vision 2047

The initiative is part of the broader Maritime Amrit Kaal Vision 2047, which focuses on building a future-ready and globally competitive shipbuilding ecosystem.

The project, titled “Support the Establishment of Development Strategies and to Build a Foundation for Skilled and Professional Talents for the Indian Shipbuilding and Marine Sector”, seeks to:

  • Strengthen India’s maritime workforce
  • Enhance industrial competitiveness
  • Position shipbuilding as a key driver of economic growth

Key Objectives of the Collaboration

Under this partnership:

  • KOICA, along with the Korea Research Institute for Vocational Education and Training, will conduct comprehensive research on India’s shipbuilding sector
  • Focus areas include:
    • Workforce mapping
    • Skill gap assessment
    • Development of a master plan for human resource development

This will result in a structured and actionable roadmap to build a skilled workforce tailored to industry needs.

Statement by Union Minister Sarbananda Sonowal

Union Minister Sarbananda Sonowal described the agreement as a transformational step in India’s maritime journey.

He emphasized that:

  • The partnership will help build a technologically skilled workforce
  • It supports India’s ambition to become a global shipbuilding hub
  • It aligns with the vision of Narendra Modi to create an Atmanirbhar (self-reliant) maritime sector

Workshops and Knowledge Exchange

As part of the initiative:

  • Bilateral workshops will be conducted in both India and South Korea

The aim is to share best practices and deepen cooperation between the two nations.

Proposed Workforce Development Centre

In a further boost to this partnership, discussions are in the final stage to establish a:

Shipbuilding Workforce Development and Technology Cooperation Center in India

The proposed centre will:

  • Provide industry-oriented vocational training
  • Enhance technical and professional skills
  • Improve productivity through advanced training programs
