In a significant step towards improving rural water infrastructure, Meghalaya has become the 12th state to sign a reform-linked Memorandum of Understanding (MoU) with the Union Government under the Jal Jeevan Mission 2.0.

This development marks the state’s formal entry into a new reform-driven phase of the mission, recently approved by the Union Cabinet, aimed at ensuring sustainable and service-oriented water supply in rural areas.

The agreement reflects a stronger partnership between the Centre and the state to ensure reliable and sustainable drinking water services.

Shift from Infrastructure to Service Delivery

Under Jal Jeevan Mission 2.0, the focus has shifted from merely building infrastructure to ensuring long-term service delivery and sustainability.

Key reforms include:

  • Decentralisation of water management
  • Empowerment of Gram Panchayats and VWSCs
  • Creation of District Water and Sanitation Missions (DWSMs)
  • Promotion of community participation and ownership

Strong Progress, Push for 100% Coverage

The Centre highlighted that Meghalaya has already achieved around 83% rural tap water coverage under the mission.

Union Minister C. R. Patil urged the state to accelerate efforts to achieve 100% coverage, in line with the vision of Narendra Modi for a developed India by 2047.

He also noted that:

  • The mission timeline has been extended till December 2028
  • An additional outlay of ₹1.51 lakh crore has been allocated
  • Significant budgetary support is planned for 2025–26

Focus on Sustainability and Water Conservation

The MoU places strong emphasis on:

  • Water conservation
  • Source sustainability
  • Efficient resource management

States are encouraged to leverage schemes like the MGNREGA to strengthen water resources and ensure long-term viability.

State’s Commitment to Reforms

Chief Minister Conrad K. Sangma highlighted that Meghalaya has made remarkable progress, moving from one of the lowest levels of tap water coverage to over 83%.

He also pointed out:

  • Early adoption of a state water policy
  • Formation of a climate council to tackle water challenges

The Chief Minister assured that the state is fully committed to implementing all provisions of the MoU while ensuring both quality and sustainability of drinking water supply.
