In a major step towards technology-driven and citizen-centric governance, the Government of India has signed an agreement to extend the adoption of the SAMPANN digital pension platform to the Government of Goa and the Cochin Port Authority.

The agreement was formalised by representatives of the Controller General of Communication Accounts, the State Government of Goa, and the Cochin Port Authority, marking a significant expansion of digital public infrastructure in pension management.

What is SAMPANN?

SAMPANN (System for Accounting and Management of Pension) is a cloud-based, end-to-end digital pension management system developed by the Department of Telecommunications (DoT).

Dedicated to the nation on December 29, 2018, the platform:

  • Covers the entire pension lifecycle, from initiation to disbursement
  • Enables seamless sanction, authorisation, accounting, and payment
  • Promotes efficiency, transparency, and accountability

The system is managed by the CGCA and aligns with the vision of the Digital India Mission.

Strengthening Citizen-Centric Governance

The onboarding of Goa and the Cochin Port Authority reflects the government’s push to:

  • Reuse proven digital platforms across institutions
  • Improve service delivery for pensioners
  • Build a more transparent and accountable governance system

This move is expected to simplify pension processes and enhance the overall experience for beneficiaries.

Key Highlights from the Minister’s Address

Union Minister of Communications Jyotiraditya Scindia highlighted the growing impact of SAMPANN:

  • The platform currently disburses around ₹1,650 crore in pensions every month
  • A total of approximately ₹72,000 crore has already been disbursed

He emphasized the shift in governance philosophy, noting that:

  • Governance is now citizen-centric, reducing the need for people to visit offices
  • Digital platforms are bringing services directly to citizens’ doorsteps

The Minister also urged the Department of Posts and DoT to explore onboarding postal pensioners onto SAMPANN.

During the event, the Minister also released a SAMPANN Coffee Table Book, showcasing the role of Digital Public Infrastructure (DPI) in delivering:

  • Seamless public services
  • Greater transparency
  • Efficient governance mechanisms
