The Government of India has launched an ambitious new cooperative-led programme called White Revolution 2.0, aimed at transforming the dairy sector by expanding cooperative coverage, increasing milk procurement, generating rural employment, and strengthening women’s empowerment.

The initiative has been introduced by the Ministry of Cooperation and was recently highlighted in the Lok Sabha.

Objective of White Revolution 2.0

The primary goal of White Revolution 2.0 is to significantly expand the reach and strength of dairy cooperatives across India. The government aims to:

  • Increase milk procurement by dairy cooperatives by 50% over the next five years.

  • Expand cooperative coverage in areas that are currently not linked to organised dairy networks.

  • Strengthen the role of cooperatives in the organised dairy sector.

At present, milk procurement by dairy cooperatives is substantial. Under the new initiative, it is projected to reach 1,007 lakh kilograms per day by 2028–29, which marks the fifth year of implementation.

A major component of White Revolution 2.0 involves setting up and strengthening around 1.20 lakh dairy cooperative institutions, including:

  • Dairy Cooperative Societies (DCS)

  • Multipurpose Dairy Cooperative Societies (M-DCS)

  • Multipurpose Primary Agricultural Credit Societies (M-PACS)

Additionally, cooperatives will be connected to milk routes through:

  • Expansion of existing milk collection routes

  • Creation of new milk transportation routes

To modernise operations, enabling infrastructure will be provided as required, such as:

  • Automatic Milk Collection Units (AMCU)

  • Data Processing Milk Collection Units

  • Milk testing equipment

  • Bulk Milk Coolers

The initiative will be funded under the National Dairy Development Programme 2.0 (NPDD 2.0) of the Department of Animal Husbandry and Dairying.

Implementation will follow the guidelines issued under NPDD 2.0 to ensure proper monitoring and uniform standards across states.
